My purpose and passion in life is to help as many people as I can.

21 years ago, I started my own Venture Capital business, after serving as a professional President of 5 different companies. Over time I graduated to investments combining healthcare and technology….which has allowed me to help large numbers of people improve their health.

About 4 years ago, I was involved in deep due diligence to acquire a company in the Medical Cannabis industry. I learned about more about the positive results of people successfully utilizing Medical Cannabis to treat undesirable side effects so often created by Rx prescription medications as they also try to reduce their dependencies on prescription drugs.

My daughter-in-law Joy, a biomedical engineer, introduced me to the fantastic evidenced-based science of Pharmacogenomics (PGx).

My own PGx test results indicated I desperately needed to change the one single medication I was taking (for arthritis = old football player!). This test may have saved my life! (or at least my kidney’s!)

Next, we extensively explored the opportunity to use Pharmacogenomic Testing for the major cannabinoids that contribute to the many medical benefits of cannabis. We found that no such test existed! For the past 3 years we have engaged geneticists, researchers, and scientists who have dedicated their lives to Medical Cannabis.

Travis Parr

Founder & CEO

Travis Parr is the Founder of Navigator Genomics™ this unique pharmacogenomics lab testing business that measures one’s individual genes for best utilization choices for Prescription Medications & the key Cannabinoids used for Medical Cannabis.

He is President and Managing Director of Parr Enterprises, LLC, Private Venture Capital, founded in 1995, located in New Orleans, LA and Auburn Hills, MI. Parr Enterprises has a broad and diverse portfolio with emphasis on combining healthcare and innovative technology…… All meant to help as many people as possible with improving their health.

Mr. Parr was an early and active investor in China, providing growth capital to three Chinese companies, leading all three to go public on the NASDAQ, AMEX and Tokyo exchanges.

Formerly, Mr. Parr was lead investor and active participant with the executive team of Corphealth, Inc., an innovative behavioral healthcare company, that grew to a 54,000 physicians’ network serving over 4M people. Corphealth was sold to Humana in 2008.

His other past experiences include: President of Meteor Photo & Imaging Company, the USA’s second largest digital imaging company before selling this company to a UK public company; and as Executive Vice-President of American Tape Company, a $92 million privately-held manufacturer of pressure sensitive tapes and successfully selling the company to a $900M Korean–based conglomerate. Additionally, he served as Executive Vice-President, Allen Test Products, Inc., (artificial intelligence diagnostics software).

He began his career as the Marketing Manager of Chrysler Space Division, New Orleans, LA and was later promoted to Manager of Chrysler’s Electronics Division, Huntsville, AL. He has served as Chairman of the Board for several technology and healthcare businesses.

in 2014 Mr. Parr joined Satori Capital, a Private Equity firm based in Dallas & Fort Worth, as an Operating Partner. Satori’s core values of “Conscious Capitalism and Sustainability” aligned perfectly with Travis’ visions and values.

He is a 29-year member of the Young Presidents’ Organization (YPO) and YPO GOLD, an international organization comprised of 25,000 of the highest-level CEO’s & entrepreneurs around the world. Currently, he serves on the Executive Board, as Mentoring Officer and the Networks’ Officer for YPO Gold Louisiana. Mr. Parr was honored in 2015 as the ‘Network Man of the Year’ by YPO-WPO International.

Mr. Parr was awarded a full athletic scholarship (football) at Vanderbilt University. In 1974, he completed his Bachelor of Arts at Vanderbilt with a double major in Business & East Asian History. He earned an MBA from Emory University in 1977.

Mr. Parr resides in New Orleans, married to his beloved wife Peggy (38 years) and is an active member at Rayne Memorial United Methodist Church and enjoys teaching Sunday School and serving in various leadership roles… and walking their dog named “Gumbeaux”!

Jahan Marcu, Ph.D.

Medical Cannabis Science Director

Dr. Marcu received his Doctorate for significant contributions to the study of the structure and function of cannabinoid receptors. Marcu’s published work in the prestigious journal, Molecular Cancer Therapeutics, includes studies on the anti-cancer effects of medical cannabinoids. Marcu is an author of the American Herbal Pharmacopoeia’s Cannabis Inflorescence Monograph, which has set the current US federal standards of identity, analysis and quality control for cannabis products. 15 years of experience in medical cannabis research, regulations, and advocacy.

Dr. Marcu is also the Chief Auditor for Patient Focused Certification; Chief Scientist at Americans for Safe Access; and Co-Founder and R&D Director of Green Standard Diagnostics, Inc.

He serves on multiple expert government, trade association committees, and scientific organizations including AHPA, ACS, AOCS, AOAC, ASA, IACM, IMCPC and others.

His work has focused on the structure and function of cannabinoid receptors, the anti-cancer properties of cannabis compounds, Lou Gehrig’s disease (ALS), as well as method development & validation for analyzing complex formulations.

Dr. Marcu was the first recipient of the Billy Martin Research Award from the International Cannabinoid Research Society. He is also a court-qualified synthetic cannabinoid and cannabis expert.

Michael Tagen Ph.D

Medical Cannabis & Pharmacology

Mike has a Ph.D. in Pharmacology and Experimental Therapeutics from Tufts University. He has the unique to the medical cannabis industry professional positions and invaluable experiences of working in academia, research, medical and clinical positions and worked in cutting-edge drug development business. Dr. Tagen has been peer-reviewed and published over 65 times, and serves as a frequent lecturer and independent consultant. He has been employed by leading institutions and organizations including Genetech, Bristol Myers Squibb, St. Jude’s Research Hospital, and Tufts University. Dr. Tagen has won numerous highly prestigious BioMedical awards.

William Perez, JD, MBA, LL.M

Chief Legal Counsel

William (Billy) Perez is Chief Legal Counsel for Navigator Genomics™ and is currently Managing Director of Audere pllc, a boutique firm that specializes in providing its clients with the highest quality corporate and securities legal and business counsel available. Mr. Perez has over 20 years of experience encompassing virtually every aspect of a company’s life cycle, including formation, corporate governance, merger, acquisition, and divestiture planning and structuring, public and private project finance, and day-to-day general contract matters. Mr. Perez has represented individuals, issuers, institutional investors, investment funds, venture capitalists and angel investors; is adept in managing domestic and cross-border business and transactions; and is proud to be at the forefront of the developing body of law regarding impacting investing.

Billy’s experience includes General Counsel for an international computer hardware manufacturing company and its global subsidiaries and affiliates, co-founder of several companies in diverse fields such as manufacturing, high-tech, food service and retail, and private practice attorney with AmLaw 250 law firms Morgan Lewis & Bockius (Washington, DC), Jones Day (Dallas), Locke Lord (Dallas), and Adams and Reese (New Orleans and Washington, DC).

Billy received his LL.M. in Securities and Financial Regulations from Georgetown Law Center in Washington, DC; J.D. from Loyola University School of Law and MBA from Loyola University, both in New Orleans, Louisiana; and BBA from University of Mississippi in Oxford, Mississippi.

In the community, Billy is passionate about St. Jude Children’s Research Hospital in Memphis, Tennessee, and is a member of St. Jude’s ALSAC Leadership Board.

Billy is also a Vice-Chair of the Board of Directors of Propeller: A Force for Social Change, which tackles tough environmental and societal challenges in the greater New Orleans region through incubating and launching new social ventures. At Propeller, Billy is a founding member of its Social Venture Fund, which is currently launching its initial fund that will make financial investments in social ventures with societal and environmental missions that possess a significant focus on at-risk or underserved communities.

Billy is also a founding Board member of the Paul F. Cressy Foundation, which raises scholarship funds for children of families burdened with a cancer diagnosis.

Billy has been honored several times by New Orleans Magazine as a Top Lawyer in the fields of Mergers and Acquisitions, Securities Regulation, Securities/Capital Markets, and Venture Capital and is licensed to practice law in Louisiana, the District of Columbia, and Virginia.

Mike Baker

Chief Financial Officer

Michael G. Baker, CPA is the CFO for Navigator Genomics™. Mike is a highly experienced healthcare CFO with expertise in guiding growing businesses to financial success. Corphealth grew to become a national behavioral healthcare platform company and was an outsource for major healthcare insurance companies. Gross revenues grew to over $200 million. Mike stayed on as CFO well after Humana acquired Corphealth and it continued to rapidly expand.

Mike started his career with a Big-4 Accounting firm and went on to be CFO in several growth-oriented companies. At Financial Express, a national franchisor of accounting practices, Baker provided financial leadership as the company grew from three to over sixty franchisees.

In addition to standard CFO skills and abilities, Baker has strong expertise in budgeting/forecasting and expense management, IT and HR. He excels in managing all financial reporting as well as delivering fiscal results to shareholders and boards. Baker has a unique ability to work well with staff members and with senior executives resulting in efficient and effective guidance. He conceives and implements plans that improve performance of internal teams, elevate profitability, and protect against risk/exposure.

Experience includes strategic planning, auditing, due diligence, and private equity portfolio management. Having worked with start-up companies, Baker knows how to quickly recognize and overcome obstacles to profitable growth. He has proven results working with venture capital groups, investors, and investment bankers.

Carolyn Smith

Customer Service Manager

Carolyn has deep and long-term passion to be part of any organization which delivers compassionate and innovative health solutions to seniors! This is why she excelled as Director of Marketing and Admissions at the St. Margaret’s Senior Living communities for the skilled and assisted living communities in Louisiana in 2014. Thereafter, joining Home Instead, the New Orleans franchise committed to helping aging seniors cope with life’s home challenges.

From 2002 to 2011 Carolyn served as Director of Business Development for the Manufacturing Extension Partnership of Louisiana (MEPOL) funded by the National Institute of Standards and Technology. In 2011, Carolyn’s continued her dedication to public service with Department of Commerce as Project Manager for the Gulf Oil Spill Disaster Adjustment Assistant program. Her responsibilities included introducing innovative solutions and funding to businesses, partners and stakeholders to stimulate the economic climate in Louisiana. She worked directly with industry and small businesses to access their needs, prepare their grant application, and manage the consulting projects to assure sustainable profitable growth.

Previous work experience included Materials Manager at Datum, Inc. in Irvine, CA, and as the Production and Inventory Control Manager at Western Financial Printing and Vinyl Company in Santa Fe Springs, CA. Her industrial experience includes automotive, medical, and electronics manufacturers. For eight years, she directed a recreational program for those adults impaired physically, mentally, or emotionally.

Carolyn served six years on the LSU Louisiana Forest Products Development Center Board (LFPDC). Also, she served two years on the Louisiana Industrial Development Executive Association (LIDEA), Business Retention and Expansion Committee. In 2008, Governor Jindal appointed her to the Workforce Council. In 2006, she received the Manufacturing Extension Partnership of Louisiana Unsung Hero Award at the MEP annual conference.

Carolyn received a Bachelor of Science degree in Business and Management from the University of the Redlands in California. She has a certificate in production and inventory practice from California State University. In 2015, she completed her certified nursing assistant to better assist the aging in home population.
